Delta Green - Operation Parameter

Ethan had made a scenario for the Shotgun Scenario contest, and wanted to test it.

Three agents get an emergency call. An agent is found executed in their car in St. Louis. The Program has assembled the three closest agents they can find. The agents need to find out who did it, and why, and fast.
